What I'm trying to do and why

Long-time borgmatic users are often faced with a problem: When they upgrade to a new version of borgmatic with new configuration options, it's kind of a pain to go hunting through the sample configuration to airlift any new options they're interested into their existing configuration file.

So as part of this ticket, make a script that can suck in an existing borgmatic configuration file and merge its settings into a generated configuration file. That, users can upgrade their borgmatic configuration with new options from release to release.
