Allow ntfy monitoring hook to send ping with tags (#1251).

Tested with the PR branch (2.1.2.dev0) and notifications are working correctly now - properly formatted, not raw JSON. LGTM, thanks @monomycelium! ๐Ÿ‘

ntfy hook returns 400 Bad Request when topic is only in config (not in server URL)

Thanks for the updates! Staying on 2.0.7 as a workaround - working fine.

Good to know the root cause is tags being sent as string instead of array. Will test and report back once PR #1259 lands.
